INVITATION FOR BIDS (WORKS)

BIDDING FOR PHASE 1B OF THE REHABILITATION/REPLACEMENT OF FLOOD AFFECTED SCHOOLS IN THE NORTHERN INTERVENTION ZONE
BID REF: 3203201/IFB /07/08

1. The Millennium Challenge Corporation (“MCC”) and the Government of Ghana (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana (the “Compact”) in the amount of five hundred and forty seven million USD (“MCC Funding”). The Millennium Development Authority (“MiDA”) on behalf of the Government of Ghana intends to apply a portion of the proceeds of MCC Funding to eligible payments under this Contract. Payments by MiDA will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. MiDA now invites sealed Bids to provide the Works and Related Services shown below. More details on the requirement are provided in the Bills of Quantities, Specifications and Drawings.

3. This Bid is open to all eligible Bidders who wish to respond to the Bidding Documents. Bidders may only associate with each other under a sub-contractual agreement to complement their respective areas to enhance their capacity to perform the Works.

4. This Bid and the Contract to be awarded is part of the Rehabilitation/Replacement Works located in the Northern Intervention Zones with the Works split into Five (5) Lots in the affected Districts as follows:

Lot 8: Savelugu Nanton (2 Schools); Tamale (4 Schools)
Lot 9: West Mamprusi (6 Schools)
Lot 10: Karaga ‘A’ (6 Schools)
Lot 11: Karaga ‘B’ (5 Schools)
Lot 12: Tolon-Kumbugu (7 Schools)

These Lots are further split into Sub-Lots within a Lot

5. Contractors will be selected under the Open Competitive Bidding Method, the evaluation procedure for which is described in Sections of the Bidding Document in accordance with the “MCC Program Procurement Guidelines” which are listed on the MCC website www.mcc.gov

6. The Bidding Document includes the following Sections:

7. This letter of Invitation will be placed on the MiDA website at www.mida.gov.gh from the date of issue and prospective Bidders interested in submitting a Bid should submit an e-mail, giving full contact details of the prospective Bidder, to info@mida.gov.gh and ckpgh@charleskendall.com so that the Bidding Documents may be issued by MiDA.

8. A Pre-Bid Meeting will not be held.

9. The deadline for submission of Bids will be 10.00 a.m. (local time) on the 22nd August, 2008 as shown on the cover of the Bidding Document.

10. All Bids must be accompanied by a Bid Security in the manner and amount specified in the BDS.

11. Bids will be opened in the presence of Bidders’ representatives who choose to attend at 10.00 a.m. (local time) on the submission date, in the Conference Room of MiDA, Heritage Tower, Accra.
