Contract for Delivery of services for vulnerable population i.e. Drug Users (DUs)/Injecting Drug Users (IDUs) in geographical boundaries of selected cities throughout Balochistan

1. This request for ‘Expression of Interest (EOI)’ follows the general procurement notice for the project that was published in the Development of Business Issue # 576 – February 16, 2002.

2. The Government of Pakistan has received a credit and grant from the World Bank in order to implement an Enhanced HIV/AIDS Control Programme aimed at strengthening and expanding the efforts to control the spread of HIV. Currently Pakistan has passed the state of low prevalence of HIV infections, and cases have mostly been reported among vulnerable/high risk populations. Recently changes in patterns & trends of HIV/AIDS epidemic among injecting drug users have been observed in several cities of Pakistan. Development and implementation of targeted interventions providing a package of services to drug users/injecting drug users, facilitate behavior change among this population is critical to avert a larger epidemic in the country. The Enhanced Programme based on the National Strategic Plan is being implemented in all provinces and AJK to address the challenge in a systematic manner.

3. The Government of Balochistan invites Expression of Interest from consulting firms/Organizations/Institutions (herein referred to as Organizations) interested to deliver above service delivery package for vulnerable population i.e. Drug Users (Dus)/Injecting Drug Users (IDUs). The successful Organization will be required to provide services to drug users/injecting drug users, to prevent HIV/AIDS, STI infections in the selected cities.

4. The content for service package for DUs/IDUs will include:

(i) Monitoring the organization and location of DUs/IDUs in the project area. (ii) Implementing appropriate Behavior Change Communication (BCC) strategies. (iii) Providing harm reduction activities, including needle exchange and referral services. (iv) Providing PHC services and treatment of STIs on syndromic management. (v) Providing condom education and distribution. (vi) Providing STI education and access to acceptable and appropriate STI services. (vii) Access to voluntary counseling and testing services and (viii) Drug Detoxification Services.

5. Balochistan AIDS Control Program now invites interested organizations to provide information indicating their interest in providing service package for DUs/IDUs. Organizations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among permanent staff etc.). The Expression of Interest should be accompanied by documentary evidence of: (I) delivering HIV preventive services to vulnerable populations particularly delivering harm reduction to drug users/injecting drug users. II) a detailed company profile, (III) qualified professional staff working on full time basis and (IV) examples of health/social development, especially in harm reduction services, prevention of HIV and Sexually Transmitted Infections among DUs/IDUs in Pakistan or South Asia. Consultants may associate to enhance their qualifications.

6. The Organizations will be selected as per World Bank Procurement Guidelines, January 1997, revised in September 1997, January 1999 and May 2002.


7. Interested organizations may obtain additional information and background documents from the Balochistan AIDS Control Programme from 0900 to 1400 hours during working days. Only short listed firms would be contacted to submit technical and financial proposals on the specified ‘Request for Proposals (RFP)’ format. The EOI should reach the address mentioned below by 1400 hrs on 25th August , 2008.
