Technical Assistance for Health Technology Assessment

Expressions of interest

The Government of Albania has received a credit from the International Development Association (IDA), and a companion grant from the Japanese government (PHRD) and intends to apply part of the proceeds of this credit for consultancy services for Technical Assistance to the Ministry of Health on “Health Technology Assessment” for the successful implementation of Health Sector Modernization project.

The consultancy services on “Health Technology Assessment” will carry out:

1. Evaluation of actual situation of diver’s health technologies in Albania: devices, medical equipment, drugs, medical procedures, supporting systems (power supply system, medical gazes supply system vacuum and compressed air supply) and organizational and managerial systems.

2. Evaluation and analyses of existing HTA capacities, training and capacity building of Policy makers and clinicians for institutionalization and use of HTA and Evidence Based medicine ( EBM) for planning and decision making processes .

3. Elaboration of a strategy for institutionalization of HTA and EBM in Albania Provision of HTA software to enable the establishment of HTA infrastructure

4. Evidence Based Medicine training

The estimated length of the assignment is 12 months, while the total estimated effort is 17 person- months of international consultant time

The Ministry of Health-Financial Planning Department now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (current edition), section II Quality and Cost Based Selection.
