Technical Assistance for Licensing and Accreditation

Expressions of interest

The Government of Albania has received a credit from the International Development Association (IDA), and a companion grant from the Japanese government (PHRD) and intends to apply part of the proceeds of this credit for consultancy services for Technical Assistance to the Ministry of Health on “Licensing and Accreditation ” for the successful implementation of Health Sector Modernization project.

The consultancy services on “Licensing and Accreditation” will:

1. Review the existing licensing approach for professionals, standards and the regulatory framework and along with the NCQSA ( National Centre for Quality Safety and Accreditation of Health Institutions) will prepare the new standards for licensing and re-licensing of health professionals.

2. Prepare and tailor hospital licensing standards (basic level of standards and for specific hospital services such as neonatal ICU, CT scanner and MRI) including the determination and selection of the most appropriate model considering the country context.

3. Support capacity building for the process of accreditation, including the development of legal and technical frameworks related with this topic, as well as the development of the capacity building to further enhance the supervisory capacities of accrediting visits. Activities also include training of Accreditation boards, training of the surveillors for accreditation of primary health care, hospitals, dental sector, labs and pharmacies and training for capacity building as well for the framework of accreditation process to NCQSA. Licensing and accreditation software provision to enable the establishment of a viable licensing and accreditation system

4. Develop and provide training courses in quality principles and quality improvements methods for members of quality networks and quality coordinators and other stakeholders.

The estimated length of the assignment is 12 months, while the total estimated effort is 18 person- months of international consultant time.

The Ministry of Health-Financial Planning Department now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (current edition), section II Quality and Cost Based Selection.
