Development of Action Plan for Implementation of Bologna Process, preparation of the HE standards per teaching cycles according to the demands of the Bologna process

Expressions of Interest

The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Bank toward the cost of the Education Excellence and Equity Project and intends to apply part of the proceeds for consultant services for individual international consultant for “Development of Action Plan for Implementation of Bologna Process, preparation of the HE standards per teaching cycles according to the demands of the Bologna process”.

The Ministry of Education and Science, in the frame of the Higher Education reforms and the enforcement of its commitment for the implementation and the updating of the Bologna Process in the public and private HEIs in Albania wants to commission a group of experts (from now onwards The Group) in the form of a private or public company, association, public or private university and university consortium for the assistance and expertise in the field of university curricula.

General Objectives
The general objective of the commissioned Group is the drafting of higher education standards, the restructuring and drafting of the university curricula for the three study cycles in conformity with the Bologna Process and European standards, the completion of the qualification framework on a central and departmental level for the higher education.

Scope of Services
The main tasks of this consultant service are as follow:

to conduct a study of the current situation of higher education (HE) and to draft progressive standards for HE, including scientific research, until the achievement of European standards, by giving the respective recommendations for their achievement.

to review the curricula of the first study cycle in all HEIs of Albania and give recommendations for their restructuring in accordance with the standards;

to propose the main directions to be taken for the opening of the second and third cycle study programs, in accordance with the development objectives of the country and the internal and regional labour market;

to draft the second and third cycle university curricula according to the main directions of university education in Albania, by outlining the most suitable model for their drafting.

to set the compatibility of the university curricula with the different levels of the National Qualifications Framework, to draft the learning outcomes for the mentioned curricula and to complete the qualifications framework on a central and departmental level.

Timing

The assignment is planned to start in October 2008 and continuing through March 2009 and the Consultant Company is expected to spend 4 months during this period.

General Qualifications and Skills

The group must have prominent experience in the main directions of the development of the Bologna Process, in drafting standards for higher education, drafting programmer and study plans of all university cycles, as well as in conceiving and drafting of a national qualifications framework.

The experts of the Group must have 10 years of professional experience in HE, as well as be familiar with the fundamental documents of the Bologna Process.
Experience as outside experts in HEI quality assurance processes would be an asset.
Experts must have good knowledge of the English language and the EU reporting methods.

The Ministry of Education and Science now invites eligible consultants companies to indicate their interest in providing the services. Eligible consultants are invited to express their interest in providing the above described services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of 15 most relevant and similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). Consultants may associate to enhance their qualifications. The Borrower shall select six firms with the most appropriate qualifications and references, out of those providing expressions of interest; and invite them to submit technical and financial proposals.

Consulting services will be selected in on the basis of Quality and Cost-Based Selection (QCBS) as provided in the World Bank’s Guidelines (May 2004): Selection and Employment of Consultants by World Bank Borrowers.
