Purchase of IT Equipment for Primary Health Care Centers

IFB Number : G/ICB/2008-3

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 691, date November 30, 2006.
2. The Republic of Albania has received a credit] from the International Development Association toward the cost of Health System Modernization Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Purchase of IT Equipment for Primary Health Care Centers . G/ICB/2008/-3

3. The Financial Planning Department on behalf of the Ministry of Health of the Republic of Albania now invites sealed bids from eligible and qualified bidders for Procurement of Servers, Computers, Printers and UPS for Primary Health Care Centers.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Financial Planning Department and inspect the Bidding Documents at the address given below from 9.00 to 16.30 hours, Tirana Time, from Monday through Thursday and Friday from 9.00 to 14.00 hours, Tirana Time.

6. Qualifications requirements include:

(i) Audited financial statements (including Balance Sheets) for the last three complete financial years.

(ii) Minimum average annual turnover of US$ 1.5 million calculated as total certified payment received for contracts in any of the last three years.

(iii) The bidder should be a manufacturer who must have manufactured, tested and supplied the equipment(s) similar to the type specified in the Schedule of Requirements up to at least 80% of the quantity indicated in Schedule of Requirements in any one of the last 5 years and which should have been in successful operation for at least 1 year as on date of bid opening.

(iv) Bids of bidders quoting as authorized representative of a manufacturer, meeting with the above requirements in full, can also be considered, provided: the bidder, as authorized representative, has supplied, installed and satisfactorily commissioned and provided after sales service for at least 80% of the quantity specified in the Schedule of Requirements in any one of the last 5 years which must be in satisfactory operation for at least one year on the date of bid opening.

(v) The products to be ISO 900x Standards Compliance
3 years warranty period for all computers.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of US$ 100. The method of payment will be direct deposit into Tirana Bank, Branch No 3, Account No: 0100-820000-009, SWIFT CODE: TIRBALTR, Address: Rruga “Gogo Nushi”, Tek Brryli, Tirana, Albania. The Bidding Documents will be sent by airmail and surface/or courier mail. An additional cost for the delivery through DHL or courier will be charged to the Bidders. The bidding documents may be collected by an authorized representative of the bidder from the office stated below upon presentation to the Procurement Unit of Bidder’s Authorization and documents confirming payment of the non refundable fee to the above account. Documents will be available from August 18, 2008.

8. Bids must be delivered to the address below at or before 11.30 am on October 1, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11.30 a.m. (Tirana time) on October 1, 2008. All bids must be accompanied by a Bid Security of 20,000 USD or an equivalent amount in a freely convertible currency.
