(1) The Employer Director General SERRA invites sealed Bids in accordance with Single Stage Two Envelope Bidding Procedure for the Projects stated at S. No. 9 on Turnkey Basis from eligible firms licensed by the Pakistan Engineering Council (PEC) in respective category. A foreign bidder is entitled to bid in accordance with the provisions of PEC bye-laws. Firms/ Manufacturers desirous of participating in the above Bid must fulfill the following qualifications:
(A) In case of Joint Venture, the JV must collectively satisfy the prescribed qualification criteria, however, the lead partner shall meet at least 40% of all qualifying criteria.
(B) The Firms/ Constructors participating in this bidding must qualify the following. (i) has completed at least one turnkey contract, with a minimum value as stated in S. No 9, during the last five years:
(ii) has designed, supplied and installed at least one similar facility, during the last five years and
(iii) has an average annual turnover during the last five years, equal to or more than the Total Bid Price.
(2) The construction period for Package/ Project is 270 days.

(4) A complete set of Bidding Document should be obtained by any interested Bidder or by authorized representative of the Firm/ Principal on submission of a written application to the above office and upon payment of a non-refundable fee in the form of Pay Order/ Bank Draft in favor of NESPAK for Rs.2,500/- (Rupees Two Thousand Five Hundred Only) for Bidding Document.
(5) All Bids must be accompanied by a Bid Security in an amount as mentioned at S. No. 9 in Pak Rupees or an equivalent amount in any freely convertible currency, in the form of Deposit at Call or a Bank Guarantee issued by a Scheduled Bank of Pakistan or from a bank located outside Pakistan duly-counter-guaranteed by a Scheduled Bank of Pakistan in favor of the Employer, and must be delivered in the office of Director General (Monitoring and Evaluation) Wing, ERRA, House 1, Street 15A, F-7/2, Islamabad at or before 1500 hours on 1st September 2008. Technical Bid will be opened at 1530 hours on the same day in the presence of bidders’ representatives who choose to attend at the same address. The original of Bid Security shall be enclosed with Technical Bid and shall be opened first.
(6) A Pre-Bid Meeting will take place at 1500 hours on 15 August 2008 in the office of General Manager/ Head ER Division, NESPAK.
(7) The prospective bidders are advised to visit and examine all the school sites in consultation with respective education departments, at their own cost & arrangement by taking all requisite security precautions, preferably before Pre-Bid Meeting Date.
(8) Technical Bids will be opened first immediately after the deadline in the presence of bidder's representatives who choose to attend. At the end of the evaluation of the Technical Bids, the Employer will invite bidders who have submitted substantially responsive Technical Bids and who have been determined as being qualified for award to attend opening of the Price Bids. The date, time and venue of opening of Price Bid will be intimated separately.
