EXPRESSIONS OF INTEREST FOR CONSULTING SERVICES
GHANA HEALTH INSURANCE PROJECT

TRAINING NEEDS ASSESSMENT OF THE MINISTRY OF HEALTH, THE NATIONAL HEALTH INSURANCE AUTHORITY, DISTRICT MUTUAL HEALTH INSURANCE SCHEMES AND SELECTED HEALTH SERVICE PROVIDERS PARTICIPATING IN THE NHIS
(IDA CREDIT #: 4345-GH)

This request for Expressions of Interest follows the General Procurement Notice for this project that appeared on 30th January 2008 in UN Development Business online and Print Edition Issue No. 721, 29th February 2008 and in DG Market.

1. The Government of the Republic of Ghana has received financing from the International Development Association towards the cost of implementing a Health Insurance Project (HIP) aimed at enhancing the operations of the National Health Insurance Scheme (NHIS) and intends to apply a part of the proceeds for Consulting Services for undertaking a Training Needs Assessment of the Ministry of Health (MOH), the National Health Insurance Authority (NHIA), District Mutual Health Insurance Schemes (DMHIS) and selected Health Service Providers (Providers) participating in the NHIS.

2. The Services shall include:
• Assessing the capacity of relevant senior level positions at MOH, NHIA & Providers in management and high-level policy development in relation to the NHIS.

• Assessing the capacity of staff of MOH, NHIA, Providers and DMHIS to handle the new operational and financial management processes that are required for the efficient operation of the NHIS;

• Assessing the capacity of the NHIA and DMHIS in actuarial analysis and other core sustainability analysis skills.

• Assessing existing training arrangements within beneficiary groups, how they address the competency areas outlined above and determine competency gaps that require to be filled.

• Developing a strategy on how to address competency gaps including design of learning interventions and strengthening of institutional capacity for delivery of training.

• Providing technical procurement services in the form development of Requests for Proposals for acquiring the identified training needs and other recommended interventions;

• Development of implementation guidelines covering budget, timeframe and a monitoring and evaluation framework.

3. The National Health Insurance Authority now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide the following information indicating their capabilities to perform the services:
• Brochures or similar information materials; and

• Similar assignments in similar conditions carried out in the last five (5) years that best illustrate Consultant’s qualifications for the assignment showing assignment name, country, number and brief profile of professional staff used, duration of the assignment and approximate value of services in current US Dollars.

• Availability of required skills among staff.

4. Consultants may associate to enhance their qualifications.

5. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (October 2006).

6. Consultants should submit the following documents along with their EOI;

a. IRS Registration Certificate (for Ghanaian Consultants)
b. VAT Registration Certificate (for Ghanaian Consultants)
c. SSNIT Registration Certificate (for Ghanaian Consultants)
d. Most recent 3 years Audited Financial Statements

Five (5) copies of complete Expressions of Interest documents in plain sealed envelopes with the appropriate project reference and description of assignment clearly marked on top should be sent to the address below or forwarded using the email address as shown above or can be placed in the Tender Box at the National Health Insurance Authority offices at CDH House, No. 36 Independence Avenue, North Ridge, Accra, Ghana by 17.00 hours GMT on 29th August 2008, for the attention of the Procurement Manager
