GHANA HEALTH INSURANCE PROJECT

INFORMATION & COMMUNICATION TECHNOLOGY (ICT) NEEDS ASSESSMENT OF SELECTED HEALTH SERVICE PROVIDERS WITHIN THE NATIONAL HEALTH INSURANCE SCHEME
(IDA CREDIT #: 4345-GH)

This request for Expressions of Interest follows the General Procurement Notice for this project that appeared on 30th January 2008 in UN Development Business online and Print Edition Issue No. 721, 29th February 2008 and in DG Market.

1. The Government of the Republic of Ghana has received financing from the International Development Association towards the cost of implementing a Health Insurance Project (HIP) aimed at enhancing the operations of the National Health Insurance Scheme (NHIS) and intends to apply a part of the proceeds for Consulting Services for undertaking a ICT Needs Assessment of some identified health service providers participating in the NHIS.

2. The Services shall include:
• Assessing the extent of the ongoing Nationwide ICT Solution by the National Health Insurance Authority (NHIA) in terms of the operational and institutional coverage;

• Assessing the application software, hardware, networking and communication resources that are to be provided under the ongoing NHIS project to the Health Service Providers;

• Determine the additional needs of NHIA and the Health Service Providers that will enhance the smooth operations of the NHIS by facilitating Member Identification at the Health Facilities, improved Gatekeeper System, quick and accurate claims submission and processing, maintenance and generation of service utilization information, etc.
• The needs would be categorized by the number and types of worktop appliances (i.e. computer and peripheral hardware), application software, networking, infrastructure, interfaces between the front-end systems at the providers and the back-end systems of the providers and the NHIS, ICT Institutional Building/Strengthening and Training needs, etc.) that shall be required by each facility of the participating service providers;

• An overall ICT Blueprint covering the requirements (hardware, software, networking, infrastructure, application software, ICT organization and personnel numbers and training) for each type and category of service provider and standardizing the interface between the provider systems and that of the NHIA;

• Technical procurement services in the form of Request for Proposal for acquiring the identified ICT resources and related services for implementing the recommended interventions;

• Implementation guidelines covering budget, timeframe and other financing arrangements such as Public-Private participation.

3. The National Health Insurance Authority now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide the following information indicating their capabilities to perform the services:
• Brochures or similar information documents;

• Similar assignments in similar conditions carried out in the last five (5) years that best illustrate your qualifications for the assignment showing assignment name, country, number and brief profile of professional staff used, duration of the assignment and approximate value of services in current US Dollars; and

• Availability of required skills among staff.

4. Consultants may associate to enhance their qualifications.

5. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May, 2004, revised October, 2006).

6. Consulting Firms should submit the following documents along with their EOI;

a. IRS Registration Certificate (for Ghanaian Consultants)
b. VAT Registration Certificate (for Ghanaian Consultants)
c. SSNIT Registration Certificate (for Ghanaian Consultants)
d. Most recent 3 years Audited Financial Statements

Five (5) copies of complete Expressions of Interest documents in plain sealed envelopes with the appropriate project reference and description of assignment clearly marked on top should be sent to the address below or forwarded using the email address as shown above or can be placed in the Tender Box at the National Health Insurance Authority offices at CDH House, No. 36 Independence Avenue, North Ridge, Accra, Ghana by 17.00 hours GMT on 29th August 2008, for the attention of the Procurement Manager
