Expression of Interest for Consultancy services towards the establishment of a securities & investment institute, resource centre and a library for the Securities Industry in Ghana

BACKGROUND


The Government of Ghana has received credit from the International Development Association and intends to apply part of the proceeds of this credit to payment under the contract for a Consultant to provide services towards the establishment of Securities & Investment Institute, Resource Centre and Library for the Securities Industry in Ghana. This project is aimed at building capacity and establish an examinations and licensing regime for industry participants; provide good corporate governance standards in the securities industry and provide research, training and securities related information to the public.

THE SERVICE INCLUDE;
 The consultant(s) will undertake a comprehensive review and overview of the Securities industry in Ghana and conduct an assessment of the industry’s professional capacity and training needs

 Uundertake a comparative study of other jurisdictions and propose optional training, examinations and licensing regime to meet the professional capacity needs of the securities industry in Ghana

 Accordingly develop modules, module combinations and a comprehensive curriculum for all categories of securities industry license holders for the purposes of examinations and licensing for securities market practitioners

 Determine the membership structure of the professional body of the institute

 Develop a comprehensive framework and programme for continuing professional education and development for all categories of license holders in the securities industry

 Establish the Securities Institute and associated Resource Centre/Library including appropriate structures, caliber of resource persons, examination schedules, code of ethics, possible affiliation with other internationally recognized bodies etc.

 Develop a five (5) – year business plan for the sustenance of the Securities & Investment Institute and the associated Resource Centre/Library.

 Assist with recruitment and training of managerial/administrative staff

 Assist with the procurement of furniture, equipment and logistics for the establishment of the institute, resource centre/library


The Securities and Exchange Commission now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the service (description of similar assignments, experience in similar conditions, general qualification and number of key staff etc).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guideline: Selecting and Employment of Consultants by World Bank Borrowers May 2004 (Revised October, 2006)
