Expression of Interest for hiring the Services of a Consultant(s) to undertake Institutional / Training Needs Assessment and Development of a five- year Strategic Plan for the Securities and Exchange Commission (SEC), Ghana.

BACKGROUND


The Government of Ghana has received credit from the International Development Association and intends to apply part of the proceeds of this credit to payment under the contract for a consultant to undertake Institutional/Training Needs Assessment and Development of a five-year Strategic Plan for Securities and Exchange Commission.

THE SERVICE INCLUDE;
• The Consultant will undertake a comprehensive institutional/ training needs assessment and develop a five- year strategic plan for the SEC.

• The Consultant will also have to take into consideration the capital market component of the on-going Financial Sector Reforms
• The selected consultant(s) must either be a registered consultancy firm or a consortium as the case may be in all deliverables.

• The consultant(s) will review existing systems, structure, processes, procedures, workflows, organisational culture, resources etc. at the SEC.

• Conduct interviews with staff, management and board members (Commissioners) of the SEC.

• Undertake similar interview exercise with the Ghana Stock Exchange (GSE), Central Securities Depository (CSD), investors, selected licensed market operators, investors, listed and other public companies, other Regulators and stakeholders in the Financial Sector of the economy etc. as inputs for the strategic plan

• Organise at least two stakeholder workshops to facilitate or serve as input towards the development of the strategic plan

• Provide a training plan and make recommendations on training, appropriate structure, systems, workflows, processes, procedures, resources, compensation and effective management of the SEC in accordance with the statute establishing the SEC under the Securities Industry Law (i.e., the Securities Industry Law, PNDCL 333, 1993 as amended).

• Examine different business models and make recommendations for the best approach to be adopted for running the SEC as a financially and operationally independent apex regulator of the securities industry.

• Develop a five-year strategic plan for the SEC


The Securities and Exchange Commission now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the service (description of similar assignments, experience in similar conditions, general qualification and number of key staff etc).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guideline: Selecting and Employment of Consultants by World Bank Borrowers May 2004. (Revised October, 2006)
