Electronic Learning Materials (ELM) for Schools, ICB-9/2008

Credit No. 3849 AM

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business issue no 622 of 16 January 2004 and issue no 702 of 16 May 2007.

2. The Republic of Armenia has received a credit from the International Development Association toward the cost of Education Quality and Relevance Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Computer Equipment.

3. The Center for Education Projects (CEP) now invites sealed bids from eligible bidders for supply of Electronic Learning Materials for schools:

Lot number, Brief description, Quantity

LOT 1, ELM/Software of English Language for 7-9th Grades (Network version), 1500 sets

LOT 2, ELM/Software of Russian Language for 7-9th Grades (Network version), 1500 sets

Bidder can quote for any one or both Lots under this Bidding. Each Lot will be evaluated separately and award will be made to the bidder offering the lowest evaluated responsive Bid.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995, revised January and August 1996, September 1997 and January 1999, and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Center for Education Projects and inspect the bidding documents at the address given below from 11:00 to 13:00 and from 14:00 to 17:00 Monday-Friday except for national holidays.

6. Qualifications requirements include:

- Minimum of three years in operation prior to the bid submission date, and an important part of its business must be in the development of ELM.
- Successfully completed minimum of two similar contracts including development of ELM in the target subjects specified in the bidding documents.
- The firm must have the financial resources to perform the proposed contract. It must demonstrate available cash flow arrangements for US$200,000.00.
- The annual production required should be at least 2.5 times the value of the contract during the last three years.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee equivalent to 40000 Armenian Dram-AMD. The method of payment will be bank transfer for all bidders. The transfer shall be made to the following account:

The document will be sent by airmail for overseas delivery and surface mail for local delivery.

8. Bids must be delivered to the address below at or before 16:00 (local time), October 7, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at 16:15 (local time), October 7, 2008. All bids must be accompanied by a Bid Security of 3000 USD or an equivalent amount in a freely convertible currency.
