Contract specifications
6. Contract description: The contract is for the supply of the following
computer equipment and furniture, including installation in Garoua
Boulaï/Beloko:
— office equipment: photocopiers, fax machines, document shredders,
binding machine,
— computer equipment: servers, computers, printers, inverters, screens,
active network equipment,
— various items of wooden furniture: desks, filing cabinets, furniture for
under windows,
— imported furniture: armchairs, bench seats, infirmary furniture,
— axle-load weigher with spares and a lightning rod.
7. Number and titles of lots: The project involves 5 lots.
Lot 1 — office equipment: photocopiers, fax machines, document shredders,
binding machine.
Lot 2 — computer equipment: servers, computers, printers, inverters,
screens, active network equipment.
Lot 3 — various items of wooden furniture: desks, filing cabinets,
furniture for under windows.
Lot 4 — imported furniture: armchairs, bench seats, infirmary furniture.
Lot 5 — axle-load weigher with spares and a lightning rod.
Conditions for participation
8. Eligibility and rule of origin: Participation in the contract is open
on equal terms to natural persons and legal entities (irrespective of
whether they are taking part as individuals or as part of a grouping
(consortium) of tenderers) from the ACP countries and EU Member States,
and also to international organisations, as authorised by the instrument
applicable to the programme under which the contract is financed (see
point 22).
All the goods supplied under this contract must originate in 1 or more of
these countries.
9. Grounds for exclusion: Tenderers must submit a declaration stating
that they are not in any of the situations listed in section 2.3.3 of the
Practical Guide to contract procedures in the context of external actions.
10. Number of tenders: Tenderers cannot submit more than 1 tender per
lot. Tenders for part of a lot will not be considered. Tenderers may state
in their tender whether they would grant a discount should they be awarded
several lots. Tenderers cannot submit a variant tender in addition to
their tender for the supplies required in the invitation to tender
dossier.
11. Tender guarantee: Tenderers must furnish a tender guarantee for:
lot 1 (office equipment): EUR 400;
lot 2 (computer equipment): EUR 1 250;
lot 3 (various items of wooden furniture): EUR 400;
lot 4 (imported furniture): EUR 650;
lot 5 (axle-load weigher): EUR 900,
when they submit their tenders. This will be returned to unsuccessful
tenderers once the invitation to tender procedure has been completed and
to the successful tenderer(s) once the contract has been signed by all
parties. This guarantee will be drawn on if the tenderer does not honour
all the obligations stipulated in the invitation to tender.
12. Performance bond: The successful tenderer will be required to provide
a performance bond for 10 % of the contract value when the contract is
signed. The bond must be furnished within 30 days of the date on which the
tenderer receives the contract signed by the contracting authority. If the
successful tenderer does not furnish the bond within the time allowed, the
contract will be rendered void and a new contract may then be drawn up and
sent to the tenderer with the second best compliant tender.
13. Briefing and/or site visit: There are no plans for a briefing.
14. Tender validity: Tenders are to be valid for 90 days from the final
date for submission of tenders.
15. Implementation period: The overall deadline for delivery of the
supplies is a maximum of 150 days from notification of instructions to
commence delivery.
Selection and award criteria
16. Selection criteria: The following selection criteria will be applied
to tenderers. Where tenders are submitted by a consortium, these criteria
will apply to the consortium as a whole.
(1) Tenderers' economic and financial capacity (based on point 3 of the
tender form for a supplies contract):
(a) tenderers' annual turnover for supplies contracts in the past 3 years
(2005–2007) must exceed the financial proposal for the lots in question.
The consolidated annual turnover of the consortium taken as a whole for
supplies contracts in the past 3 years (2005–2007) must exceed the
financial proposal for the lots in question.
As proof thereof, tenderers must enclose with their tender the
documentation showing their financial situation, and in particular,
financial statements for the past 3 years which have been certified by an
approved business auditor.
(2) Tenderers' professional capacity (based on points 4 and 5 of the
tender form for a supplies contract):
(a) they must have at least 3 permanent staff working in the field of the
lots in question.
(3) Tenderers' technical capacity (based on points 5 and 6 of the tender
form for a supplies contract):
(a) tenderers must have successfully carried out 2 supplies contracts
similar to the lots, and for equivalent amounts, over the past 3 years
(August 2005 to August 2007).
The potential successful tenderer may be required to provide a copy of the
final acceptance certificate for these contracts at the time contract
award is announced.
Economic operators may, if necessary and for a specific contract, make use
of the capacities of other bodies irrespective of the legal nature of the
connection between themselves and said bodies. In such an event, they must
provide the contracting authority with proof that they will have the
resources needed to carry out the contract by, for example, producing a
written commitment by said bodies to make such resources available. These
bodies must comply with the same eligibility rules, in particular
regarding nationality, as the economic operator in question.
17. Award criteria: Price.

The standard tender form for a supplies contract must be used to draw up
tenders. This form can be found in the invitation to tender dossier, and
its clauses and format must be strictly adhered to.

21. Language for the procedure: French must be used for all
correspondence concerning this invitation to tender.
22. Legal basis: ACP-EC Partnership Agreement signed in Cotonou on
23.6.2000, as amended in 2005.
