1. This Invitation for Bids (IFB) follows theGeneral Procurement Notice (GPN) for this project that appeared in Development Business, issue No. 592 of 16 October 2002, No. 604of 16 April 2003, No. 656 of 16 June 2005 and No. 686, 16 September 2006.

   2. The Republic of Croatia has received loan from the International Bank for Reconstruction andDevelopment toward the cost of "Pension System Investment Project", and it intends to apply part of the proceeds ofthis loan to payments for costs specified in para 3. of this "Invitation" for Croatian Pension InsuranceInstitute.

 3. Croatian Pension Insurance Institute now invites sealed bids from eligible Bidders for:

LOT 1 -Supply and installation of servers, hardware and software for backup and storage control system for the second implementation phaseof Enterprise Content Management (ECM) for Croatian Pension Insurance Institute (more information in "Technicalspecification"  in the bidding documentation).

LOT 2 -Supply and installation of hardware for communication system for the second Implementation phase of Enterprise Content Management(ECM) for Croatian Pension Insurance Institute (more information in "Technical specification" # in the biddingdocumentation).

The Bidder may quote for any or both items underthis invitation  - but only separately. Each LOT shall be evaluated and contract awarded separately to the firm(s) offeringthe lowest evaluated price for each LOT. The Purchaser will accept offered discount in case ofaward of the contract for  LOT 1 and LOT 2.

4. Bidding will be conducted using theInternational Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits - issued in January 1995, revised January and August 1996, September 1997 andJanuary 1999  and is open to all Bidders from eligible source countries as defined inthe Guidelines that meet the following minimumqualification criteria:

a) For LOT1:

i) Financial capability - at least averageannual turnover over the last 3 years - USD 2.000.000,00. The bidder should submit written confirmation as confirmance -stamped and signed)

ii) Previous experience - at least onesuccessful completed installation of similar technical environment, similar functional/technical characteristics and of acomparable scale in last three years in the Republic ofCroatia. Written signed Reference form must be completed for a referencesite;

iii) The Bidder's Managers or responsiblepersons have not been convicted for crimes related to business in the last five years;

iv) Ensured authorised after sale service inCroatia (the bidder should submit writtenconfirmation as confirmance - list of addresses  - stamped and signed). Must havelocal branch or Headquarter located in Croatia with minimum of 50 employeesregistered in Croatia.  In addition, the Bidder should guarantee support services in Croatia, describe its physicallocations for support and giveinformation about stock of spare parts.

v) The Bidder must have technical specialist with experience:

technical certificate must be enclosed in thebid, for the hardware being offered

technical certificate must be enclosed in thebid, for the hardware / software environment decribed in Technical requirements (Section VI)

one certified project manager with PMPcertificate

vi) Manufacturer's authorization is required forall hardware and software components. Must be an authorized partner of the Manufacturer of all hardware and software that isincluded in this bid:

vii) The Bidder must be ISO 9001certified

b) For LOT2:

i) Financial capability - at least averageannual turnover over the last 3 years - USD 2.000.000,00. The bidder should submit written confirmation as confirmance #stamped and signed)

ii) Previous experience - at least threesuccessful completed installation of similar functional/technical characteristics (involving supply and installation of secure LANand WAN infrastructure) and of a comparable scale in last three years. The bidder should submit written confirmation conformance-stamped and signed;

iii) The Bidder's Managers or responsible persons have not been convicted for crimes related to business in the last fiveyears;

iv) The Bidder must be authorized by themanufacturer tohave a right to supply, install, integrate and maintain the offered equipment;

v) Ensured authorised after sale service inCroatia (the bidder should submit writtenconfirmation as confirmance # list of addresses  # stamped and signed). In addition,the Bidder should guarantee support services in Croatia, describe its physical locations for support and give information about stock ofspare parts.

vi) Personnel capabilities - the Bidder musthave minimum:

one networking security specialists certificatedby the manufacturer

three networking switching & routingspecialist certificated by the manufacturer

four networking technicians certified by themanufacturer working as technical support

one certified project manager with PMPcertificate

5. Interested eligible Bidders may obtainfurther information and inspect the bidding documents at the address given below starting from August 20, 2008 (Monday till Friday)from 9:00 to 15:00 hours # until October 6, 2008.

6.A complete set of bidding documents (for LOT 1 and LOT 2) in English language may bepurchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundablefee in an amount of  250,00 HRK for local bidders or 50,00 USD forforeign bidders. Thedocument will be sent by air mail. The method ofpayment will be:

7.A pre-bid meeting which potential bidders may attend will be held on September 9, 2008. at10:00 (at below stated address).

8. Bids must be delivered to the address belowat or before October 6, 2008. at 10:00. All bids must be accompanied by a bid security in an amount of:

   a) 50.000,00 HRK or 10.000,00 USD for LOT 1;

   b) 50.000,00 HRK or 10.000,00 USD for LOT 2;

   Late bids will be rejected.  Bids will be opened in thepresence of the Bidders' authorized representatives who choose to attend at the address below on October 6, 2008. at 10:00(following Croatian Local Time), second floor, room A.

9. The attention of prospective Bidders is drawnto (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or wasproduced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potentialblacklisting from participationin future World Bank-financed procurement.
