Pakistan Textile City Ltd. is a state-of-the-art industrial estate being developed for value added textile industry at Port Qasim (Eastern Zone) Karachi. The company is a Public/ Private joint venture between Government of Pakistan, Public institutions, and leading financial institutions.
The management of Textile City intends to establish a 250 MW captive Power Plant for which it needs to engage the services of an advisor/ consultant having extensive working experience in establishing power plants. The consultant is required to carry out following works:
• Prepare a pre - feasibility study for a power project suitable for long term requirements of Textile City
• Identify suitable sponsors for implementing this project on BOO/BOT basis, and pre-qualify them
• Develop a schedule of work and supervise its implementation in coordination with relevant companies, departments and agencies.
• Develop a suitable power project company structure
• Develop necessary documents for the contract with project sponsors
• Develop and negotiate a Power Purchase agreement
• Evaluate the project equipment and engineering design and approve its suitability
• Negotiate Fuel supply agreement with SSGC
• Evaluate the required EP limitations and safety standards
• Coordinate with sponsors during the implementation of the project
• Oversee successful COD of the project
• Oversee successful implementation of project contract
• Coordinate and implement required agreements with KESC for both import and export of electricity.
• Evaluate and supervise the power distribution system within the estate
• Assist sponsors in receiving all necessary approvals for the project
• Develop a long term mechanism of successful monitoring of the implementation of PPA
• Develop a phased program for the project for future needs of electricity, water and process steam
The advisor/ consultant interested in undertaking the jobs may submit their Technical and Financial proposals in two separate envelopes at the address given below by 28th of August, 2008, along with the following information duly supported by relevant documents:
(1) List of similar nature projects execute/ in-hand including costs, clients name and date of completion/ expected date of completion.
(2) Experience in designing, execution and handling of Power Projects having capacity of 200 to 300 MW or more
(3) Proposed methodology and work plan
(4) Any other information the consultant wishes to provide in support of application
Any wrong and misleading information provided as a part of application should lead to disqualification of proposal. If such wrong and misleading information is discovered later, following conclusion of an agreement/ contract, it may lead to cancellation of such agreement/ contract.
Pakistan Textile City Limited reserves the right, at its sole discretion, to reject any or all applications for the aforesaid purpose without assigning any reason and without any liability whatsoever.
