Expressions of interest

The Islamic Government of Afghanistan has received a grant from the International Development Association (IDA - World Bank) toward the cost of achieving Sustainable Development of Natural Resources in Afghanistan. The main objective of the proposed project is to strengthen institutional capacity within the Ministry of Mines to administer and regulate private sector led exploration mining and petroleum development projects and to achieve technically, socially and environmentally sustainable private sector mineral investment in Afghanistan.

The Afghanistan Ministry of Mines now requires the assistance of a suitably qualified consulting firm (“the Consultant”) to prepare a Mineral and Hydrocarbon Sector Strategic Integrated Assessment (MHS-SIA) to identify key environmental and social issues associated with mining and hydrocarbon growth in Afghanistan to formulate specific policy, institutional, and governance recommendations and interventions to be included in the SDNRP aimed at ensuring environmental and social sustainability of mining and hydrocarbon growth.

The major tasks within the scope of services include:
1. assess likely significant effects of mining and hydrocarbon growth on environmental and social priorities in the context of Afghanistan’s policy, legal, institutional and regulatory framework for mining/hydrocarbon sector development;
2. assess national and sub-national policy, institutional and governance systems to address these likely significant effects on priorities; with special reference to the role of national, provincial, district, and municipal governments;
3. discuss international best practices and in-country local community mobilization experiences applicable
4. formulate policy, institutional and governance adjustments, to be included in the SDNRP, for promoting sustainable and equitable development of Afghanistan induced by mining and hydrocarbon growth.
5. Ensure consideration of perceptions and concerns of vulnerable groups in mining and hydrocarbon sector reform and preparation and implementation of the SDNRP;

The services are expected to be started in December 2008 – January 2009 and being implemented with 10 months period from the date of commencing of the contract.

The Afghanistan Ministry of Mines now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
