Eligibility of Bidders:   Qualification requirements for bidders, including members of joint ventures, subcontractors or vendors are as under:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following requirement (s):
 Capacity to have a cash flow - The applicant must provide a letter from a reputed bank stating the availability of liquid assets and/or credit facilities exclusively for this contract only, of no less than USD 0.25 million. In the case of joint Ventures, the cumulative liquid assets of the members of joint venture will be considered.
 The Minimum required annual turnover in respect of construction of works and supply of goods for the successful bidder in any of the last five (5) years shall be of US$ 1.2 million. In the case of joint Ventures, the cumulative turn over of the members of joint venture will be considered, but each member of joint venture must at least meet 25% of this requirement.
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that he has successfully supplied, installed and commissioned same or similar nature of equipments such as erection of steel structures with concrete foundation (e.g. steel bridges, gantry, large industrial steel structures etc.) against at least one (01) contract, during last five years. In the case of joint Venture, any one members of the JV, individually or as a member of a joint Venture can meet this requirement. The list of supplied & installed equipments shall include:
-Name and address of Purchaser with email address/phone No
-Contract no and date.
-Equipments/items ordered/supplied & installed with their respective quantities.
-Scheduled completion date and actual completion date.
-Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. “WB 2029-616/03” of September 29, 2003.

2. The Islamic Republic of Afghanistan has received a grant from the International Development Association toward the cost of Emergency Irrigation Rehabilitation Project (EIRP), and it intends to apply part of the proceeds of this grant to payments under the contract for Supply & Installation of Bank Operated Cableways (Bank Operated Cableways at 40 Gauging Stations).

3. The Project Coordination Unit (PCU), Ministry of Energy & Water (MEW) of the Islamic Republic of Afghanistan now invites sealed bids from the eligible bidders for Supply & Installation of Bank Operated Cableways (Bank Operated Cableways at 40 Gauging Stations) in Afghanistan. The contract period for Supply, Installation & Commissioning of the Network is 12 months.

4. Bidding will be conducted through the International Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from PCU, MEW and inspect the bidding documents at the address given below from 0900 hrs AFT to 1500 hrs AFT. A complete set of bidding documents in English may be obtained by interested bidders free of charge on the submission of an application to the address below. Or, the electronic copy of the bidding document (in pdf version) may also be obtained by a request email to the address given below.

7. All Bids must be accompanied by a bid security equal to USD 25,000 (USD Twenty five thousand) offered in the form provided in the bidding document, valid for 28 days beyond the validity of the bid.

8. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 21/10/08 at 11:00 Hrs at the address given below to clarify issues and to answer questions on any matter that may be raised at that stage.

9. Bids must be delivered to the address below at or before 1100 hrs AFT on November 12, 2008. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below immediately there after at 1100 hrs AFT on November 12, 2008.
