Procurement of Equipment for S/S 220/110/35 kV Mojkovac and S/S 110/35 kV Andrijevica Extensions

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 714 (Notice number WB 4991-714-07) of November 16, 2007.

2. Montenegro has received a credit from the International Development Association toward the cost of Energy Community of South East Europe APL3 Montenegro Project/ Transmision Network Reinforcement, and it intends to apply part of the proceeds of this credit to payments under the Contract for:

Supply of Equipment for S/S 220/110/35 kV Mojkovac and S/S 110/35 kV Andrijevica Extensions

Lot 1: Power transformer 110/35 kV 20 MVA
Lot 2: HV and MV Equipment
Lot 3: Protection relays, meters

3. The Elektroprivreda Crne Gore AD Niksic (Responsible Implementing Agency – Purchaser) now invites sealed bids from eligible and qualified bidders for Supply of Equipment for:

Extension of S/S 220/110/35/ kV Mojkovac
Extension of S/S 110/35/ kV Andrijevica

Lot 1: Power transformer 110/35 kV 20 MVA
Lot 2: HV and MV Equipment
Lot 3: Protection relays, meters

This bid is conducted on lots basis. Bidders may bid for one, two or three lots as defined in the bidding documents.

Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided that the discounts are included in the Form of Bid or submitted in writing before the deadline for bid submission. All bids and offers of discounts shall be opened and evaluated simultaneously so as to determine the bid or combination of bids, including discounts, offering the lowest evaluated bid/s for the Purchaser.

The Purchaser will award the contract/s to the lowest evaluated bidder/s for lot/s or each lot determined on the basis of the lowest evaluated combined cost for the Purchaser for the entire package and who meet all post qualification criteria for the lot/s for which they are bidding.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Elektroprivreda Crne Gore AD Niksic, Slobodan Vukasinovic, slobodan.vukasinovic@prenos-epcg.com and inspect the Bidding Documents at the address given below from 09:00 to 12:00 a.m. local time.

6. Qualifications requirements include:

(a) Financial Capability
The bidder should furnish documentary evidence (Audited Financial Report for each of the last three years) that it meets the following financial requirements:

Average amount of the annual turnovers during the last three years should be not less than the equivalent of:

Lot 1: 1 million €
Lot 2: 1.5 million €
Lot 3: 0.5 million €

(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

Lot 1: Reference list (including Purchasers’ names and contact data) with successfully delivery during the last five years of at least 4 power transformers of at least 20 MVA capacity, with primary voltage level 110 kV which are operating faultlessly.

Lot 2: Reference list (including Purchasers’ names and contact data) with successfully delivery during the last five years of at least :

 60 pieces of circuit breakers at 123 kV or above
 60 pieces for disconnections at 123 kV or above
 100 current transformers at 123 kV or above
 100 Inductive and Capacitive voltage transformers at 123 kV or above
 100 complete Surge Arrestors at 123 kV or above

Lot 3: Bidders shall submit the Manufacturer’s reference lists of delivery of the following quantify during the last five years and thirty percent of which is in successful operation during the last year:

 100 numerical distance protection relays;
 100 transformer differential relays used for power transformers,
 20 busbar and breaker failure protection relays;
 100 energy meters

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 300 €. The method of payment will be direct deposit to the specified account number:

 The companies from Montenegro shall use the account of Elektroprivreda Crne Gore AD Niksic, FC Prenos, No. 510 – 7694 – 44, at the CKB, with a note “Za tender IFB APL/4/08”.

 The payments from abroad to the Electric Power Company of Montenegro JSC, Niksic, FC Prenos, shall be accompanied with a note “For the IFB APL/4/08”, and processed as follows:

8. Bids must be delivered to the address below at or before 11:00 a.m. local time on October 30, 2008 (Thursday). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11:00 a.m. local time on October 30, 2008 (Thursday). All bids must be accompanied by a Bid Security of:

Lot 1: Power transformer 110/35 kV 20MVA = 10000 €

Lot 2: HV and MV Equipment = 15000 €

Lot 3: Protection relays, meters = 5000 €
