Summary scope of contract:
3A.1 Specific Activities
3A.1.1 This section contains only major managerial, economic, institutional, and technical requirements regarding this project’s activities. It is not intended to be prescriptive but does reflect the minimum that is expected to be achieved by the project. The Training provider is expected to ensure the achievement of the objectives listed above which are relevant to this project. In order to achieve these objectives the training provider may propose alternative or complementary project activities to those identified in this section, where it can clearly justify them.
3A.1.2 The GTMM program is based on the previously run program with training content revised in response to a post-course and workplace training evaluation. The proposal includes the use of proprietary course material, reproduction of materials, delivery of training, evaluation of students through testing, and certification following course completion.
3A.1.3 The training provider will provide training for 200 Mustofiat staff in groups of approximately 20 for one month of intense residential training.
The training provider will be responsible to house and feed the participants for seven days per week and will deliver six days of training per week with one day of rest for which accommodation must also be included. The entire training of ten training courses must be completed at maximum 12 month period.
3A.1.4 The residential facility and the training facility will be conducive to stimulating positive teamwork among the participants.
3A.2 Course Curriculum
3A.2.1 The training evaluation identified previously assessed common training needs in personal and general management skills, IT application skills and English language skills. These topics are the essential foundation, or groundwork, for a technical and professional service delivery and a foundation for further staff training or development that is also required to achieve an international standard of service delivery.
3A.2.2 In the previously run GTMM program, a 1384 Ministry of Finance Learning Needs Analysis, that is still relevant, provided the basis of a curriculum that was delivered to 154 participants from eight departments.

3A.3 Development of Training Materials:
3A.3.1. The course material from the previous Program will be used, with additional material for those variations indicated in above. It should be noted that the course materials are the proprietary information of Cranfield University – UK, and are to an international standard. Any additional curriculum design shall be provided by the training provider in consultation with Cranfield University.
3A.3.2 English should be offered in a flexible manner so that many levels, beginners to high intermediates, can improve reading, speaking and writing skills.
3A.3.3 IT applications should be taught in a flexible manner relevant to the skills of participants and the job requirements for computers.
3A.3.4 Participants will receive hard copies of materials and handouts that will be useful to them as guides in their workplaces. All materials will be available in Dari, Pashto and English. The training provider shall provide complementary handouts, references, worksheets and sample documents in hard and soft copy as per the previous program.
3A.4 Training Delivery:

3A.4.1 Deliver a modular curriculum as per the previous Program and as is further defined by the provider’s initial assessment of trainees.

3A.4.2 Based on the course material developed and approved by the Ministry of Finance, the consultant will provide instruction in Dari and Pashto languages.
3A.4.3 Assessment of participant progress against agreed criteria will be done through pre-test at the beginning of the training and post-test at the end of training. The final assessment will also include test results, participation and demonstrations of understanding (e.g. presentations).

3A.5 Training Outcomes:

3A.5.1 The provider will issue course completion certificates to participants who meet the agreed performance criteria.

3A.5.2 Provider will organize an evaluation by the participants and present the results to Ministry of Finance at the completion of each training cycle.

3A.5.3 As an assessment of the training, a workplace assessment conducted independently by Ministry of Finance of a sample of participants who have completed training will be requested to demonstrate on-the-job performance to assess agreed performance standards within a reasonable time after finishing training.
