Scholarship Administration services for Medium Tech Studies

This Request for Proposals (RFP) follows the General Procurement Notice corresponding to the second semester 2008, published in dgMarket online on July 22, 2008, UN Development Business online on July 22, 2008, local newspapers La Prensa Gráfica and El Diario de Hoy on July 17, 2008, and posted on the FOMILENIO website at http://www.fomilenio.gob.sv.

Through a grant agreement signed on November 29, 2006, the Government of El Salvador (GOES) received a US$ 460.9 million grant from the Government of the United States of America via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through sustainable economic growth. FOMILENIO (Fondo del Milenio), the locally established Millennium Challenge Account (MCA) entity, is the accountable institution established under Salvadorian law to act on behalf of GOES on this initiative. Subject to the terms and conditions of related agreements, and the availability of funds, GOES intends to use a portion of the proceeds of this Compact to fund procurement of professional services to assist in the management of the Productive Development Project in a transparent and fiscally sound manner.

The goal of the Compact is to advance economic growth and poverty reduction in the Northern Zone of El Salvador. The Program includes the following Projects: 1) Human Development Project, 2) Productive Development Project, and 3) Connectivity Project.

The payments to be done by FOMILENIO will be subjected to the terms and conditions, including restrictions on the use of funds from MCC indicated in the Compact. No other party but GOES and FOMILENIO will have any rights on the Compact or will have any rights to claim funds from the MCC resources.

Any person or entity that has been blacklisted from participation in procurements funded with World Bank assistance or debarred or suspended from participation in procurements funded by the United States Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies, shall be excluded from procurements awarded under the Compact.

The services to be contracted under this RFP will be selected under the Quality and Cost Based Selection (QCBS) described in this document, in accordance with the MCC Program Procurement Guidelines of July 21, 2008, Section I.B, which is found at: http://www.mcc.gov/documents/mcc-guidelines-programprocurement.pdf.

This contract looks for technical and financial proposals of private and nongovernmental organizations to contract an organization that are able to efficiently administer the program of scholarships for Middle Technical Education of the FOMILENIO’s Program, with the purpose of favoring the access and permanence for middle technical students, who live in conditions of poverty, in the 94 municipalities of the North Zone.

The scope of the services is focused in the administration of the scholarships for Middle Technical Education with the originating funds of the Millennium Account, for which it will have different responsibilities described in the document of the RFP, initiating the activities from the promotion and divulgation, selection of the scholarship students, academic pursuit as well as logistic and the responsibility to make the transferences of funds to the students. The period of contract and execution of the services will be for ONE YEAR, annually extended until September 2012 as long as it fulfills all the conditions to FOMILENIO’s satisfaction.

Please note that a pre-proposal conference will be held on October 03 at 3:00 PM at FOMILENIO´s Procurement Agent Office – San Salvador, El Salvador. The interested Firms can obtain the “Request for Proposals” documents at no cost, and additional information in the address indicated below starting September 24, 2008 from Monday through Friday from 9:00 AM to 4:00 PM (El Salvador local time). The Request for Proposal documents can also be downloaded from FOMILENIO’s web page (www.fomilenio.gob.sv), in the Section Procurement, starting on the indicated date above.

All proposals must be submitted in Spanish according to the MCC’s Spanish Language waiver dated March 13, 2008. The proposals have to be present and to be registered to the address indicated below by October 30, 2008, no later than 3:00 PM (El Salvador local time). Proposals received after this time and date will not be considered and will be returned unopened.
