Expressions of Interest

The Islamic Republic of Afghanistan, Ministry of Agriculture, Irrigation & Livestock (MAIL) has received a grant from the International Development Association (IDA), and will use part of the proceeds of the grant to make payments under a contract for Consultancy Services for Result-based Monitoring & Evaluation System Development.

A brief description of the desired services is listed below. The intent is to enable potentially interested consultants to prepare an expression of interest.

I. Objectives :

The objective of MAIL Monitoring and Evaluation (M&E) function is to independently monitor and evaluate on a continuing basis of six criteria i.e relevance, effectiveness, efficiency, Impact, sustainability, equity of MAIL projects, programs, policies, partnerships, and institutional structures. The M&E results support MAIL’s accountability, provide a basis for decision making, provide feedback into subsequent activities and promote knowledge management and provide lesions on future Planning.

It is intended to achieve the following objectives through this consultancy :
A) Establishment of Result-based MAIL M&E system (1.Diagnosis study on the current M&E Practice to identify the current M&E weakness, in terms of human capacity, technical


skills and financial resources. 2. Development of Result oriented M&E framework in line with MAIL’s monitoring requirements in short, medium and long term.)
B) Capacity Development in Monitoring & Evaluation at Ministerial and Provincial level. (1. Training MAIL staff member and Provincial M&E staff, 2. Development of M&E guidelines, tools and training manual for provincial and new staff)
c) Mainstreaming M&E in various departments of MAIL and streamlining reporting lines among central M&E unit and Provincial M&E staff

II. DURATION OF THE ASSIGNMENT:

The estimated duration for the Consultancy firm’s inputs is SIX (6) months.

SUBMISSION OF APPLICATIONS:

The Afghanistan Reconstruction and Development Services acting on behalf of the MAIL now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information showing that they are qualified to perform the services, including:
• Descriptions of similar assignments, indicating the nature and scope of these assignments, the staff involved and the methodology employed;
• Experience of working under similar conditions in developing countries;
• Availability of appropriate skills among staff, including experience of business processes, information technology and language capabilities; and
• References.

Consultants may associate to enhance their qualification or access to local advisors. The Association may take the form of a Joint Venture (with joint and several liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they are invited to state in their EOI the composition and form of the association.

The main part of the EOI shall be a specific paper of not more than five (5) pages, to be sent by electronic mail to the address given below.




A consultant will be selected in accordance with procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 revised October 2006

Expressions of interest, quoting reference in subject line “MOA/913/Consultancy for Result-based M&E System” must be sent electronically to the email addresses given below. Hard copies of the expression of interest along with copies of accounts, brochures etc. should be sent by courier duly indicating “MOA/913/Consultancy for Result-based M&E System” in bold letters on top of the envelop to the address below. The deadline for submitting the expression of interest is 16.00 hours Kabul time on October 15, 2008
