1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 715 of 30th November, 2007.

2. The Government of Kenya has received a credit from the International Development Association (IDA) toward the cost of Water and Sanitation Service Improvement Project (WaSSIP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply and Delivery of Motor Vehicles & Motor Cycles, Contract No. AWSB/WaSSIP/Comp.1/1.3.1.2/09.

3. The Athi Water Services Board, a parastatal in the Ministry of Water and Irrigation now invites sealed bids from eligible and qualified bidders for Supply and Delivery of Motor Vehicles and Motor Cycles in lots as detailed below:

Lot 1: Saloon Car (1701-1900 cc) - 12
Lot 2: 4x4 Wheel Drive Double Cabin Pick Up (2901-3200 cc) - 37
Lot 3: Heavy Duty Utility Passenger Vehicle 4x4 L.W.B. (2901-3000 cc) - 6
Lot 4: Motor Cycles (110cc – 125 cc) - 40
Lot 5: 5 Ton 4x2 Light Lorry Chassis (3901-4500 cc) - 1
Lot 6: 18 Ton Tipper on 6x4 Lorry Chassis (9801-9900 cc) - 1

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits published by the Bank in May 2004 and revised in October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. Bidders have the option to bid for one or more lots. The basis for bid evaluation and contract award will be on lot-by-lot basis.

and inspect the Bidding Documents at the address given below from 0800 hours to 1700 hours local time from Monday to Friday, except during lunch hour (1300 hours to 1400 hours), during weekends and public holidays.

6. Qualifications requirements include:

a. Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement: Cash flow:

Lot 1: Cash flow: Kshs. 19,000,000.00;
Lot 2: Cash flow: Kshs. 55,000,000.00;
Lot 3: Cash flow: Kshs. 18, 000,000.00;
Lot 4: Cash flow: Kshs. 4,000,000.00;
Lot 5: Cash flow: Kshs. 4,000,000.00;
Lot 6: Cash flow: Kshs. 8,000,000.00;
or equivalent in a freely convertible currency.

b. Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): Evidence of one successfully completed contract of a similar nature within the last two years.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the bidding documents.

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Kshs. 3,000.00 per set (or equivalent in freely convertible currency). The method of payment will be cash or bankers cheque from a reputable bank in Kenya. The Bidding Documents will be collected from the address below upon production of a purchase receipt.

8. Bids must be delivered to the address below at or before 1200 hours East African time on 7th November, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend, at the address below at 1205 hours East African time on 7th November, 2008. All bids shall be accompanied by a Bid Security per lot as follows: Lot 1 - Kshs. 288, 000.00 (Kenya Shillings Two Hundred and Eighty Eight Thousand only), Lot 2 - Kshs. 832,000.00 (Kenya Shillings Eight Hundred and Thirty Two Thousand only), and Lot 3 – Kshs. 270,000.00 (Kenya Shillings Two Hundred and Seventy Thousand only), Lot 4 – Kshs. 60,000.00 (Kenya Shillings Sixty Thousand only), Lot 5 - Kshs. 60,000.00 (Kenya Shillings Sixty Thousand only), Lot 6 – Kshs. 120,000.00 (Kenya Shillings One Hundred and Twenty Thousand only), or equivalent amount in freely convertible currency.
