1. This Invitation for Bids follows the update of the General Procurement Notice for this Project that appeared in Development Business, issue No. 723 dated 31 March 2008.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a credit from the International Development Association towards the cost of Land Management and Administration Project (LMAP) under Ministry of Land Management, Urban Planning and Construction (MLMUPC) and intends to apply part of the credit to cover eligible payments under the Contract to Undertake the Aerial Photography and Ortho Photo Production for selected cities and provinces in Cambodia under Project Phase II, 2008-2009.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agent for selected World Bank funded projects in Cambodia.

4. The Crown Agents acting for and on behalf of the Ministry of Land Management, Urban Planning and Construction, now invites sealed bids from eligible and qualified bidders for Contract No. CAKH160 to undertake and complete the aforementioned works:

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credit ,(January 1995, revised January and August 1996, September 1997 and January 1999 ) and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6. Interested eligible bidders may obtain further information and inspect the bidding documents at the address below.

7. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD 100.00. For local bidders, the bidding documents can be secured from and payment will be made by cash to the address below. For those from outside Cambodia, the bidding documents can be sent electronically (by e-mail) or by courier if so requested, upon confirmation of payment made by bank telegraphic transfer to the account below, including additional courier fee of USD 50.00.

8. Bids shall be valid for a period of ninety (90) days after bid opening and must be accompanied by a bid security in the amount and in the form specified under Sub-Clauses 16.1 and 16.2, respectively, of the Bidding Data.

9. Qualified domestic contractors will be eligible to receive a margin of preference of 7½ percent in Bid evaluation.

10. A pre-bid meeting to clarify the bidding documents to prospective bidders will be held at the Meeting Room in the address below on 04 November 2008 at 1000 hours (local time). However, attendance to the pre-meeting is not a requirement to submit bids.

11. Bids shall be delivered at the address given below on or before 1430 hours (local time), 18 November 2008, at which time they will be opened immediately in the presence of the bidders who wish to attend.
