Service contract notice
1. Publication reference: EuropeAid/127190/D/SER/DZ.
2. Procedure: Restricted.
3. Programme: MEDA.
4. Financing: Financing agreement MED/2006/018-088 — economy-management
support programme (AMECO).
5. Contracting authority: République algérienne démocratique et
populaire, représentée par la direction générale de la prévision et des
politiques (DGPP) du ministère des finances.
Contract specifications
6. Type of contract: Unit price.
7. Contract description: The Directorate-General for Forecasting and
Policy (direction générale de la prévision et des politiques — DGPP) is
part of the Ministry of Finance and is responsible in particular for the
collection, processing and dissemination of macroeconomic statistical data
relating to real and financial fields, so that it may carry out its new
assignments involving forecasting and management of budgetary and fiscal
policies.
The DGPP is seeking a service provider to set up a new infocentre using
the services of at least 3 experts in the fields of public finance,
macroeconomic statistics and information systems, who will assist the DGPP
in analysing its current database, developed using Javelin, formalising
the corresponding entity-relationship model, developing a new information
system (replacing the existing system), along with new relevant
macroeconomic data, and ensuring the transfer of skills to the team in
place by means of support and appropriate training.
8. Number and titles of lots: 1 lot.
9. Maximum budget: EUR 500 000.
10. Additional services: No.
Conditions for participation
11. Eligibility: Participation in the contract is open to all legal
entities (either as individuals or as part of a grouping — consortium — of
candidates) who reside in 1 of the European Union Member States or in a
country or territory in the regions covered and/or authorised by the
specific legal provisions applicable to the programme under which the
contract is financed (see point 30). International organisations may also
take part. Participation of natural persons is governed by the legal
provision applicable to the programme under which the contract is
financed.
12. Application: Any eligible natural person or legal entity (as defined
in point 11) or grouping of said parties (consortium) may apply.
A consortium can be a permanent grouping with legal status or an informal
grouping created with a specific invitation to tender in mind. All the
members of a consortium (i.e. lead company and all other members) shall be
jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity (as defined in point
11) take part, the application concerned will be automatically
disqualified (in particular, the application from the whole consortium
where said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit 1 application irrespective of whether they take part as a sole
legal entity, or as a lead company or member of a consortium submitting an
application. Should a natural person or legal entity submit more than 1
application, all the applications involving said party will be
disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted procedure.
Candidates invited to tender may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: Candidates must sign and enclose with their
application the statement provided in the standard application form
confirming that they are not in any of the situations described in section
2.3.3 of the Practical Guide to contract procedures for EC external
actions.
16. Subcontracting: Up to 25 % of the contract value may be
subcontracted.
17. Number of candidates invited to tender: On the basis of the
applications received, between 4 and 8 candidates will be invited to
submit a detailed tender for this contract. If the number of eligible
candidates who comply with the selection criteria is less than the minimum
of 4, the contracting authority may invite those candidates complying with
the criteria to tender.
Provisional schedule for activities
18. Scheduled date for dispatch of invitations to tender: November 2008.
19. Provisional start date for the contract: March 2009.
20. Initial contract length, and possible extension: 20 months with an
end-of-activity deadline of December 2010.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole.
1) Candidates' economic and financial capacity:
(a) candidates' average annual turnover must exceed EUR 1 000 000;
(b) candidates' cash and cash equivalents at the beginning and end of the
past 2 financial years, and forecasts for the current financial year, must
show a surplus.
2) Candidates' professional capacity:
(a) at least 2 members of candidates' (and/or consortia's) permanent staff
must have specific experience in administration and, if possible, in
public finance;
(b) at least 5 members of candidates' (and/or consortia's) permanent staff
must have specific experience in developing information systems;
(c) at least 2 members of candidates' (and/or consortia's) permanent staff
must have specific experience in macroeconomic consultancy services and
studies.
3) Candidates' technical capacity:
(a) candidates (and/or consortia) have implemented at least 1 integrated,
international, technical assistance programme in the past 3 years, of a
value at least equivalent to that of this contract (EUR 500 000);
(b) candidates (and/or consortia) have implemented at least 1 project in
the macroeconomics field in the past 3 years;
(c) candidates (and/or consortia) have implemented at least 2 projects
involving the creation of databases in the past 3 years.
Economic operators may, if necessary and for a specific contract, make use
of the capacities of other bodies irrespective of the legal nature of the
connection between themselves and said bodies. In such an event, they must
provide the contracting authority with proof that they will have the
resources needed to carry out the contract by, for example, producing a
written commitment by said bodies to make such resources available. These
bodies, e.g. economic operators' parent companies, must observe the same
eligibility rules, notably regarding nationality, as the economic
operators themselves.
If more than 8 applications prove to be eligible, i.e. meet all the
selection criteria, then the strengths and weaknesses of these candidates'
applications will need to be re-examined to determine which 8 applications
for the invitation to tender are the most suitable. Only the following
factors will be considered in the re-examination:
(a) whether candidates have experience in public finance;
(b) total value in EUR (candidate's share) of the references cited in
3(b).
22. Award criterion: Economically most advantageous tender.
Application submission procedures
23. Final date for receipt of applications: 3.11.2008 (16:00), local
time.
Applications received after this deadline will be rejected.

secrétariat zone F, porte 10080–10082, Ben Aknoun, Alger, Algeria.
The contract title and the contract notice number (see point 1) must be
clearly marked on the envelope containing the application and must be
quoted in all subsequent correspondence with the contracting authority.
Applications submitted in any other way will not be considered.
26. Amendments to or withdrawal of tenders: Tenderers may amend or

date for submission of tenders. Tenders cannot be amended once this
deadline has passed.
