Assignment Title: Technical Assistance to Podgorica Water and Sewer Company

Assignment Description
Review of Options for Upgrading and Expanding Water and Waste Water Services through Private Sector Participation and/ or Commercial Sources of Finance.
The main objective of the assignment is to assist the Podgorica Water and Sewer Company and its owner, the Capital City of Podgorica, in its plans of upgrading and expanding the water and waste water services, possibly with private sector participation (PSP) and/ or commercial sources of finance. However, prior to more detailed investment planning and project design activities, an assessment of the governance structures, managerial capacity, and financial and operational performance of the company will be necessary.
The assignment will include review of / recommendations on: (I) Regulatory, legal and financial market framework (II) Local economic base and demographic demands (III) Operational and financial performance (IV) Management and governance structure (V) Upgrading options review and capacity development needs Deliverables will include various reports and the organization of two workshops. The assignment is expected to be completed within 20 weeks.

The assignment/services described below will be financed from a grant from the Public Private Infrastructure Advisory Facility - SubNational TA program. The grant has already been secured.
Eligibility: Eligibility restrictions are those indicated under the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Individual/Firm Profile: The consultant will be a firm or consortium.
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Interested consultants are invited to read the attached Terms of Reference to indicate how their qualifications are relevant for the services sought.
Consultants may associate to enhance their qualifications.
Interested consultants are hereby invited to submit expressions of interest.

Notes: Consultants will be selected in accordance with the Quality and Cost-Based procedures (QCBS) set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
