The Government of the Hashemite Kingdom of Jordan (GoJ) has received a Policy and Human Resources Development (PHRD) Grant from the International Bank for Reconstruction and Development as administrator of grant funds provided by the Government of Japan.

The Executive Privatization Commission (EPC) is seeking two individuals (International (Financial) / Local (Legal)) as consultants to assist in design, develop and establishment of a fully-functioning facility for providing guarantees in favor of private PPP operators. The expected effort for this assignment is estimated at 30 person/days scheduled to begin early in the third quarter of 2008 and conclude before the end of 2008.

The GOJ has identified PPPs as a priority need. Various studies have identified a number of critical elements that need to be addressed if the GoJ is to have a successful PPP Program.

The major element of this assignment is to examine in-depth the current status, situation in the financial sector, possible constraints within relevant legislation. The finding must lead to a series of recommendations as regards to structure and competence of such facility. It is expected that the Consultants will take account of the various existing PPP guarantee schemes existing in different countries.

The assignment will require one International Financial Consultant with exposure to financial aspects of PPP combined with solid experience related to banking and development of financing institutions. The other individual will cover all legal aspects which related to banking and finance in Jordan.

The EPC now invites eligible consulting firms or individual teams that can demonstrate extensive and successful experience in the analysis, structuring, development and operation of PPP programs, especially PPP financing to submit their Expression of Interest. Consultants should have experience in developing countries and are expected to submit combined EOI including both international financial and local legal advisors.

Consultants will be selected in accordance with the World Bank’s Guidelines: Selection of Consultants by World Bank Borrower, May 2004 Revised October 2006. Bidding is open to all consultants from eligible countries as defined in the Guidelines.

Consultants interested in being considered for this assignment should present an EOI covering the following information:
- Relevant experience in the last five years, with a list of similar assignments and details of at least two of these assignments. The combined information provided for both financial and legal, should clearly indicate a narrative description of the assignment.

The EPC expects to short-list a maximum of six qualified firms or proposed teams and invite them to submit a combined technical and financial proposal based on the RFP.

EOI’s supported by the required documentation could be submitted by email to be followed by six hard copies delivered in a sealed envelope clearly marked “Expression of Interest – Guarantee Facility” to the address below, not later than 12:00 noon on October 21, 2008.
