1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 673 of 28 February, 2006. The notice number is WB634 - 673/06.

2. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of public sector capacity building program support project and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: for supply, installation, Configuration, and commissioning of Local Area Network (LAN) System for Tax Administration Authority.

3. The Bureau of capacity building procurement department serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for
the supply, installation and configuration of all the hardware equipments and peripherals (servers, printers, IP telephones, video conferencing equipment, backup devices, cable and accessories) and all related software such as operating software, network resources management software, backup and communication software with the necessary customization and maintenance, project management, training, and after sales support needed for the implementation of LAN system for the SNNPR State Tax Administration Authority.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004, revised October 1, 2006 and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria
• Must have 3(three) years experience in hardware and software delivery, installations and support, configuration and development of LAN system.
• In the last 5 years the bidder should have successfully completed 2(two) contracts of LAN systems delivery, installation, and support.
• The bidder should have support facility in the purchase’s country for the software and the hardware. Bidders who are entirely outside from Ethiopia must demonstrate and produce an evidence of their capabilities for providing in country support.
• The bidder should have three years prior specific experience in the key activities directly related to the captioned assignment.
• Bidders must submit Manufacturer’s authorization certificate, manufacturing ISO quality certificate or equivalent. Besides documentary evidence of past performance and capabilities of similar assignments for last three years together with their Bid.
5. Interested eligible Bidders may obtain further information from The SNNPR Bureau of Capacity Building – procurement and finance process and inspect the bidding documents at the address given below from 9:00 am to 12:30 pm and 2:00pm to 5:00pm (local time) Monday to Friday.

6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of nonrefundable fee of Ethiopian birr 300.00 (birr three hundred only) or USD 35.00 (USD thirty five only) or an equivalent amount in a freely convertible currency. The method of payment will be casher’s check or cash.

The document will be sent by first class mail, for oversea bidders who send crossed bank draft of Ethiopian Birr 300.00 (three hundred birr) or USD 35.00 (USD thirty five only) or an equivalent amount in a convertible currency in addition to the price of the Bid Documents to the address below. However, the SNNPR Capacity Building Bureau will not responsible for late or non-delivery of the bid documents sent by email.

7. Bids must be delivered to the address below at or before November 20, 2008, 2:00 p.m.(local time). Electronic Bidding will not be permitted. All bids must be accompanied by a bid security of not less than 2% of quoted price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend in person at the address below on November 20, 2008 at 2:30 p.m. (local time).

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
