REQUEST FOR EXPRESSION OF INTEREST
Project Implementation Advisor
(Individual Consultant, Ref. CAKH180)

1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue 657 dated the 30th of June 2005.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a Grant No. H165-KH from the International Development Association (IDA) towards the costs of the Cambodia Trade Facilitation and Competitiveness Project (CTFCP). The objective of the Project is to support the strategy of the Royal Government of Cambodia to promote economic growth by reducing transaction costs associated with trade and investment, introducing transparency in investment process and facilitating access of enterprises to export markets.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Commerce (MOC) as the agency responsible for managing the overall implementation of the Project intends to use part of the proceeds of the grant for the services of Project Implementation Advisor (Individual Consultant). The Advisor will assist MOC to move forward with the implementation of CTFCP in consultation and collaboration with Sub-Steering Committee on Trade Development and Trade Related Investment and/or Private Sector Development Steering Committee, and relevant stakeholders. The Advisor is expected, among other tasks, to provide useful initiative and guidance to CTFCP counterpart staff in all components to enable them to realize objectives of each component. This is also a capacity building support for trade facilitation aiming at fostering interagency cooperation and implementation of the 12 point plan of the Royal Government of Cambodia in improving the investment climate and trade facilitation. Further details with respect to the services to be performed and expected outputs can be found in the Terms of Reference for this assignment. CTFCP will initially need engagement of the Consultant’s services for a period of one year with possibility of contract renewal for another one year.

5. The successful Individual Consultant shall have the following qualifications and experience:
• Advanced university degree in economics or business, public policy/administration, economic development with sound knowledge on private sector development, trade facilitation, and other related fields.
• A minimum of 6 years of practical experience directly relevant to trade facilitation and private sector development, including experience in leading and supervisory role, advising on project management and implementation in the areas related to operational and policy issues.
• Relevant experience in both public and private sectors, working with public and private institutions in developing countries, preferably in ASEAN or post-conflict countries. Some work experience in Cambodia is a strong advantage.
• Experience with large or medium scale projects/programs supported by WB, ADB, UN system, multi-donor development projects, and other international organizations. An understanding of operational and procedural issues of WB and WB supported projects is essential.
• Fluency in English is required. Understanding of Khmer language is an advantage, but not essential.
• Demonstrable ability to provide specialized advice in a broad range of operational and managerial issues relevant for CTFCP within the context of Cambodia.
• Understanding of Cambodian economic and social conditions, business environment, and regulatory frameworks in Cambodia.
• Proven ability to work effectively in complex and cross-cultural teams/environment.

6. Acting on behalf of the Cambodia Trade Facilitation and Competitiveness Project (CTFCP), Crown Agents invites expressions of interest from qualified and experienced individual consultants to undertake the above-mentioned services. The consultant shall be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.

7. Interested individual consultants in submitting their expressions of interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, experience in Cambodia and in the region (ASEAN, East Asia and Pacific) or in post-conflict developing countries and names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).

8. Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 8:30 to 12:00 and from 14:00 to 17:30 hours, Monday through Friday.

9. Expressions of interest must be submitted to the address below on or before 3 November 2008, 17:30 hours (Phnom Penh time).
