This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue of August 2004.
The Government of Pakistan has received a credit from the International Development Association for the Tax Administration Reform Project, and it intends to apply part of the proceeds of this credit/ grant to payments under the Contract for Supply & Installation of UPS System at Regional Tax Payers Offices at various locations all over Pakistan.
The Federal Board of Revenue (FBR) now invites sealed bids from eligible and qualified bidders for Supply & Installation of UPS System as per Schedule of requirement and Bill of quantities.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below from 9:00 to 15:00 hours.
Bidders from the Purchaser's Country should be registered with Sales Tax Department.
Qualifications requirements include: Financial Capability : The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
Average annual turn over from sale / Supply & Installation of UPS System as per audited financial statements or calculated as total certified payments received of contracts performed or in progress during the last three (3) years should not be less than the quoted amount.
Experience and Technical Capacity : The Bidder shall furnish documentary evidence that it meets the following experience requirement(s):
The manufacturer of the offered goods should have been in the production of similar type of goods for the last ten (10) years; and
During the last five (5) years, the bidder must have completed at least two contracts involving the supply, installation and maintenance support services for UPS System, similar in technical characteristics and each at least 50 fifty percent of comparable scale."
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the usage and quality requirements as specified in the technical specifications;
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Pak. Rupees 1,000 equivalent. The method of payment will be direct deposit under Federal Government of Pakistan Head of Account 1391200-Fees, Fine and Forfeitures. The documents can be collected by either personally or it can be received through Courier upon submission of payment proof. Interested bidders who wish to receive the bidding documents through Courier should provide an additional amount of Rs. 300/- for delivery within Pakistan and equivalent to Pak Rs. 4,000 for delivery overseas. Bids must be delivered to the address below at or before 11:00 AM on November 19th, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend tin person at the address below at 11:30 AM on November 19th, 2008.
All bids must be accompanied by a Bid Security for the amount of Rs. 2.0 Million.
A Pre-bid meeting will be held at the address and schedule given below. All bidders arc advised to participate in the meeting.
