RECRUITMENT OF LIVESTOCK PRODUCTION SPECIALIST

The Islamic Republic of Afghanistan has received a Grant from the International Development Association toward the cost of Emergency Horticulture and Livestock Project and intends to apply part of the proceeds of this Grant to cover eligible payments under the contract for hiring an international Livestock Production Specialist to support the implementation of project.

The Project Director HLP, Ministry of Agriculture, Irrigation and Livestock invites applications from suitably qualified professionals who are interested to work with the MAIL in the above said position.

The Specialist will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Specialists by World Bank Borrowers, May 2004 .


Terms of Reference

Introduction
Following a request from the Minister for Agriculture, Irrigation and Livestock (MAIL) the World Bank, in partnership with bilateral donors (DfID, CIDA and Japan) agreed to finance the Emergency Horticulture and Livestock Project (HLP). The HLP is the first phase of a long term program in the agricultural sector that will roll out over the coming decade to support the MAIL’s Master Plan and will contribute to achieve the key agriculture sector benchmarks of Interim Afghanistan National Development Strategy (I-ANDS) of the Government of Islamic Republic of Afghanistan (GIRA).
The focus of HLP is to stimulate and promote the marketable output of the two most important sub-sectors: horticulture and livestock. Project financing will provide for three components to: (i) increase productivity and marketable output of perennial horticulture; (ii) increase productivity and improve output of livestock; and (iii) strengthen the associated departments of the MAIL, implement the project, monitor progress, and evaluate impact.
The third project component, which is aimed at strengthening the associated departments of the MAIL, especially focuses on support to the General Directorate of Animal Health and Production (GDAHP). The present Terms of Reference describe the work to be undertaken by a Livestock Production Specialist to assist the MAIL of the Government of Afghanistan (GOA) to strengthen the GDAHP.

Objectives:

An important objective of the Horticulture and Livestock project (HLP) is to strengthen the capacity of the General Directorate of Animal Health and Production (GDAHP) through:

• Provision of technical assistance to the various divisions under the Livestock Department,
• Identification of training needs and organization of training courses, both within and outside Afghanistan,
• Provision of office facilities and transport.

The support will lead to improved departmental organization and structure, and higher technical and managerial skills of the staff employed by the Livestock Department.

Training is a first priority to build capacity within the Livestock Department and this will be done both by sending selected staff abroad to acquire the technical knowledge needed by the Livestock Department and through exposure of Afghan counterparts to experts who will have the task to initiate activities in all relevant fields of expertise. In the meantime, civil works and equipment have to be functional and available to carry out the necessary tasks for a rapid development of livestock production. Procurement therefore has to be carried out at an early stage and in a coordinated manner to ensure that staff and technical assistance can be functional.

Responsibilities and Tasks:

The Livestock Production Specialist will, in close cooperation with the HLP
Livestock Team:

1. Support the director of GDAHP in planning and organization of his government tasks,
2. Provide direct technical assistance to the division heads in developing their programs,
3. Conduct on-the-job training in technical and managerial aspects of livestock development,
4. Assist with the organization and implementation of training programs,
5. Assist in the management of the Beni Hisar farm during and after the renovation,
6. Assist in the development of quality standards for services related to animal production
7. Support the genetic improvement of local cattle breeds through support to the formulation of a breeding policy and strategy.


Duration of Assignment:
• 12 months



Duty station:
• Kabul, with field travel to the provinces and districts as required.

Minimum Qualifications Requirements:

Other Requirements:

Proven oral and written communication skills, fluency in English and comprehensive computer skills.
